Assessment 3: Case Studies - Scenario/Problem Solving Project

In this assessment task, students critically analyse provided case study and project scenario supported by project management theories.

Assessment 3: Case Studies 

Assessment 3 Details:

Following are some of the high priority infrastructure projects in Australia which are currently in construction phase. After completion of these projects the Australian people will get huge benefits from the outcomes.

1. Western Sydney Airport (NSW)

2. Cross River Rail (QLD)

3. West Gate Tunnel (VIC)

4. Level Crossing Removal (VIC)

In this assessment task, students are required to choose ONE of the above six projects and answer all the questions stated below. There are three parts of this assessment task:

Part I: In this part of the assessment task, students are required to write a report based on the answers to the following questions and submit the report in week 5. Although this part of the assessment task will not provide any grading points, but the lecturer/tutor will provide feedback based on which students are required to write part II and the final part of the assessment task. Students are reminded that this part of the assessment task must do because the performance of the final part of the assessment task will depend upon the incorporation of the feedback of this part of the assessment task.

Answer the following questions in Part I of the assessment report:

1. Briefly describe the background and the objectives of the case project?

2. What is the delivery method of this project? Why is this project delivery method chosen for the case project?

3. Which organisation is the main construction contractor of this project, briefly describe the  background of the construction contractor organization?

4. Briefly describe the bidding processes and the selection of the construction contractor.

5. Briefly describe the current updates of the case project.

Part II: In this part of the assessment task, students are required to summarise about the improvement of the first part of the assessment task based on the feedback obtained from the lecturer/tutor and students are also required to answer the following questions. There are no grading points for this part, but it is a must do task because the performance of the final part of the assessment task will depend upon the incorporation of the feedback of this part of the assessment task.

Solution

1. Introduction

In this particular assignment, the case study analysis of “Western Sydney Airport (NSW)” is done briefly. The project of NSW is declared as one of the high-priority infrastructure projects within the projects proposed in the Australian region. According to the MBA Assignment Expert overview, Construction projects like this generally impact society, the environment as well as the economy of a country. Therefore, needs to be sustainable and relevant enough for revolutionizing development within the country. 

2. Part 1

2.1 Background and objective of the project

Sydney is considered as one of the primary gateways of Australia in aviation that provides "international services" approximately up to 40% along with 43% of "domestic service" and 45% of "international air freight" (Infrastructureaustralia.gov.au, 2022). This particular construction project has been segmented into three parts of planning such as "Stage 1", "second runway", and "long-term capacity".

The "Stage 1" is intended to be completed by 2026 that aims to develop a single runway including an area of 3700m along with a parallel taxiway. This particular stage and planning are properly associated with the terminal infrastructure of aviation and also supports the precincts. The "second runway" is intended to be complete by 2050 as it aims to build a second parallel runway (Infrastructureaustralia.gov.au, 2022). 

2.2 Analysis of the delivery method of the project

The Western Sydney airport has been subdivided into three stages as per the demand, stage 1 includes a single runaway along with the terminal and other facilities for accommodating approximately "million annual passengers" and "freights". Delivery methods in construction work generally comprise the costing, planning, the benefits for personnel. In this particular stage, the construction of an approximately 3700 m runway is going to be positioned on the northern part of the airport. Stage 1 also includes a "full-length parallel taxiway" as well (Wastnage, 2018). In order to prepare for the development of stage 1 and build the desired airport infrastructure, a major capital cost of around 97% of the total is going to be necessary.

In order to build the area expected for stage 1 the costing is anticipated around $5billion along with the further costing for the expansion worth $38billion. The government funding and contribution for this particular matter are still not fixed yet. The "consumers surplus benefits" are expected for about 82% of total benefits. The "producer surplus benefits" are expected to be approximately 22% of the total benefit (Westernsydneyairport.gov.au, 2022). Along with that, this project can reduce the "external impacts of using roads" such as air pollution, congestion, and noise by approximately 12%. 

2.3 Identification and analysis of main construction contractor of the project

In September 2020, WSA has shortlisted three major bidders as final contractors for this particular project such as a joint venture between "Lendlease building" and the "CPB contractors", "Multiplex" and "Watpac". 

2.4 Analysis of the bidding process and the selection of the construction contractor

In November 2018, WSA Co. released its "government policy and manual", had approximately 124 contracts for corporates, and had enabled activities that had been commenced in the airport development plan. Out of these 124 contracts, only four contracts were accounted for approximately 85% of initiated fundings equivalent to $529 million (Morrison and Van Den Nouwelant, 2020). These four contracts are a joint venture between "Lendlease building" and the "CPB contractors", "Multiplex" and "Watpac". 

2.5 Analysis of the current update of the project

At present, the construction for the passenger terminal for the project of a new "Western Sydney Nancy-Bird Walton Airport" has commenced and aims to properly function within upcoming 2026. This particular project at present is under construction and the government has declared this project as a transformational infrastructure that has the ability to "generate effective economic activities" (Morrison and Van Den Nouwelant, 2020). Approximately 28000 direct as well as indirect job opportunities are going to be generated by 2031 after the airport opens and is properly regulated.
