In this assessment task, students are required to choose ONE of the above six projects and answer all the questions stated below. There are three parts of this assessment task:

Part I: In this part of the assessment task, students are required to write a report based on the answers to the following questions and submit the report in week 5. Although this part of the assessment task will not provide any grading points, but the lecturer/tutor will provide feedback based on which students are required to write part II and the final part of the assessment task. Students are reminded that this part of the assessment task must do because the performance of the final part of the assessment task will depend upon the incorporation of the feedback of this part of the assessment task.

Answer the following questions in Part I of the assessment report:

1. Briefly describe the background and the objectives of the case project.

2. What is the delivery method of this project? What are the reasons behind the choice of this project delivery method for the case project?

3. Which organisation is the main construction contractor of this project, briefly describe the background of the construction contractor organization?

4. Briefly describe the bidding processes and the selection of the construction contractor.

5. Briefly describe the current updates of the case project.

Part II: In this part of the assessment task, students are required to summarise about the improvement of the first part of the assessment task based on the feedback obtained from the lecturer/tutor and students are also required to answer the following questions. There are no grading points for this part, but it is a must do task because the performance of the final part of the assessment task will depend upon the incorporation of the feedback of this part of the assessment task.

Answer the following questions in Part II of the assessment report:

1. Write a summary about the improvement of the first part of the assessment task based on the feedback provided by the lecture/tutor.

2. Are there any variations of contract types (fixed-price, cost-type or labour and material) for different works of this project such as design, construction, construction management or  operation and maintenance?

3. Are there any issues (environmental, source of funding or political) associated with the case project which are obstructing the project progress?

4. Is there any cost overrun or schedule delays for the case project? Discuss about these issues using numerical values such as cost overrun in millions and schedule delays in months or years etc.

Final part of the Assessment task: In this part of the assessment task, students are required to summarise about the improvement of the first and the second parts of the assessment task based on the feedback obtained from the lecturer/tutor and students are also required to answer the following questions.

Answer the following questions in the final Part of the assessment report:

1. Write a summary about the improvement of the previous two parts of the assessment task based on the feedback provided by the lecturer/tutor.

2. Finally, you need to interpret the findings in the discussion section, draw conclusions, and make recommendations. The conclusions and recommendations must be directly related to the data about the case project that you have collected and analysed based on the literature review on the case project.

3. You are also required to verbally present the analysis of the case project in week 12. Please
see the presentation details in Assessment 4.

Solution

Introduction 

The Western Sydney Airport is the latest project of the Australian government that is launched at Badgerys Creek, Western Sydney, which has a stipulated area of 1800 hectares. This airport is set to launch for customers in the year 2026. The aim of this airport was to meet the increasing aviation needs of the Sydney aviation system and further meet the needs of freight, domestic and international limits in a time limit-free manner. According to the MBA Assignment Experts, The project has further facilitated collaborative projects such as the M12 highway, and the Western Sydney rail project and facilitating electric vehicles and other conveyance so that it can further facilitate the customers of West Sydney. This project is also environmentally sensitive so it can cause a minimum nuisance to the residential and further cause maximum operational efficiency. Further, this project is aimed at facilitating 28,000 direct and indirect businesses and cost thousands of employment opportunities across the region. Currently, the airport plan is in the phase two development phase where the planning is completed and the testing of airport terminals and runways is in process. Part 1:

The Background and The Objectives Of The Case Project: Western Sydney Airport

The Western Sydney Airport also called the Western Sydney International Nancy-Bird Walton Airport or more commonly called the Badgerys Creek Airport, It's a general terminal that is under construction in the Badgerys Creek suburbs. The intention to construct this air terminal was to have a 24-hour free task time limit and further redesign the Kingsford Smith Airport which also has a breaking point in flight covers and other accountability. 

The construction of this airport started on 24th September 2018 and the aim for it to finish in December 2026. This site for airport construction was allocated to the federal government on April 15th or 2014 (Finance and Public Administration References Committee, 2022). However, there was a huge delay in the discussion and manufacturing construction of the airport, which should have been constructed at a faster pace. It was further decided in March 2019 that this airport will be named after the pilot Nancy Bird Walton as Nancy Bird Walton International Airport. This female pilot is known as the female flying trailblazer and further, the family was hugely honoured by this respect extended towards the family. 

However, the key concern for the construction of this airport is that the Kingsford Smith Airport that is the main functional airport in Australia will run out of limits by the year 2030 and further Since evening flying limitations are higher in the airport, it may affect the viability of flight terminals to a great extent. To address this limitation of the Kingsford Smith Airport, the discussion for construction of a new air terminal that can integrate flight with better timing and freely receive and fly aircraft was started in 2008 (Westernsydney.com.au, 2022). Therefore, it was concluded that Badgerys Creek was an optimum location for manufacturing this airport as it was central to Sydney and it would further accommodate strategic flights effectively. It was further discussed that the lack of multiple airports in Sydney was causing disruptions in airport traffic and it was making it difficult for the Kingsford Smith Airport to handle all the airport traffic in a single set of terminals. This was especially a concerning aspect because evening time was a busy time for all the flights and the congestion was increasingly hard to manage for the aircraft management team. Therefore, it was highly important to manufacture a different airport that can adjust the congestion traffic of Sydney and further make flying to Australia Sydney more convenient. As a consequence, the construction work for this airport started in September 2018.  

The Delivery Method Of This Project:

The construction of the Western Sydney Airport project has shown a substantial level of improvement in the projection plan and further has aimed to strategically finish the construction program within the stipulated time.  The contribution cycle of the Western Sydney Airport is focused on enabling tenders so that it can further diminish the cost of the construction of the airport. The project is aiming at cutting down the cost of manufacturing the airport by 46% through Infrastructural Australian applications (Westernsydneyairport.gov.au, 2022). Further, the principal contribution to this plan is user financing as this endeavour is the most important aspect of infrastructure that is constructed in Australia and further can have a durable stream of revenue and unmistakably profitable decisions for the construction plan.

One of the major investors in this construction project is the Aerowest joint venture. This joint venture is a collaboration between Seymour Whyte Constructions Pty Ltd and BMD Constructions Pty Ltd. The joint venture undertaking Aerowest was granted the tender for executing landslide work for this project. 

The arrangement required for the trips to and from the air terminal for construction purposes can be further. Include improvement in the headway transport system in Australia Sydney. This project further facilitates the availability of charging stations and such other electrical equipment that can be a feature point for the transit requirement in the transportation way. It is further expected that the arrangements that are made for this project can further facilitate other collaborative projects such as the M12 motorway, Sydney Metro and the Western Sydney Airport railway interface (Austrade.gov.au, 2022). The bandwidth of the airport terminal is speculated to be more than 10 million ships per year. Aboriginal communities have further been a key contributor in the design process of delivering the connection of this airport towards the country and further facilitating effective arrival and departure programs for a strategic and intuitive way of finding across the airport. Zaha Hadid Architects and Australian firm Cox Architecture were also involved in designing the principles of the airport two years ago and the regional identity of Western Sydney has been effectively integrated into the design of the airport (Senaratne and Rai, 2022). An Australian-founded organisation was awarded the contract to develop the final design for the construction of the terminal and further made sure that it is on track to launch its first air cargo flights by the end of the year 2026. 

The Conveyance of the Bidding Project and Contractor Selection 

The convenience of the bidding project for this airport terminal was offered in multiple stages. The first stage for this bidding process was the government's enrollment of interest through newspaper and internet-based information spreading systems so that people can get awareness and further come forward to communicate their interest in the project investment plan (Silk, 2022). Current Updates and Scenario 

The current scenario in the development of Western Sydney Airport is that this airport will be an international-level airport that will facilitate more than 10 million voyagers each year after its opening in 2026. This Western Sydney project has also facilitated Australia by launching a $3 billion Uber project that has changed the travelling system in Australia by making it more convenient for the citizens and drivers. This air terminal will further facilitate the Australian aircraft system to function in a time-limit-free manner and further organised local freight and conveying across the world (Searle and O’Connor, 2022). 
The project is currently in the environmental phase and preliminary design assessment phase for single operational runways. The project will further look forward to launching its first draft on the environmental impact on the WSI flight path by mid-2023. 

The current Status of the project as per Fletcher et al. (2022) is that it is designing the flight paths that are guided by 12 airspace design principles from the airport plan and further informed the community reflection and industry feedback in this stage one development EIS from 2015-16. The aim of these principles is to offer maximum safety to the Community and further increase the capacity and efficiency of the project.

The current state of this project is in phase two where the planning is being implemented through preliminary design, testing and other aspects. Once this phase is successfully completed, around mid-2023 the detailed design phase will be entered and this will further redefine the flight path and noise orientation of the public exhibition and maximise efficiency through minimum input (Attard and Berger, 2022.). Finally, once the phases of the project are successfully accomplished, it will implement its launch and further meet the needs of the aviation industry of Sydney, Australia in the current times.  

Part 2: 

Summary of Improvements

The improvement  required in part 1 of this project is better collection of data and secondary sources. There is limited data available on the construction plan of Western Sydney airport and maximum data was available on the Australian Sydney airport construction plan website. Therefore for better integration of this project more strategic data can be allocated with a better research timeline. Also the research conducting process can be more organised and strategic. Finally in part 1 of the project the true feeding process can be more concise. 

The Australian government is increasingly investing in a Commonwealth company called WSA Co, to make it possible to launch the airport by 2026 (Healy, 2022). This will be a curfew-free airport that can effectively facilitate the aviation needs of the industry in terms of freight, and domestic and international travel. The launch of this airport will create business opportunities for thousands of organisations. The government has further ensured that an effective mitigation strategy will be taken to manage the risk on the surrounding environment of the airport and further reduce the carbon emission that can have a negative impact on the environment of Western Sydney. As per the assessment of the first part, it can be derived that some improvements can be made in this assessment through better time management strategies and effective collection of resources. The availability of data for this construction plan was limited. Therefore there can be more research about this so that better understanding of the assessment can be done. 

The construction of this terminal will further facilitate enormous entryways for neighbouring countries and help the economic transaction rates of Australia.  It is speculated that this aircraft terminal can help promote 28,000 direct and indirect situations by 2031, five years preceding the opening of the terminal (Presbury and Ho, 2022). The Western Sydney International (Nancy-Bird Walton) Airport (WSI) Is a project of transformational nature that will redefine the economic activities of the country and further offer employment opportunities for people in the Western Sydney region and also meet the growing needs of Sydney's aviation industry. 

Variation In Contracts Assessment

As per the tenders that were received by the government contractual arrangements were duly made and support was arranged for other aspects such as transportation tools and other requirements of the project. Lend Lease Bouygues is a joint venture which was further aligned with the project in May 2015 (Uddin and Al, 2022). Therefore, the arrangements that are made for this project are highly safe and settled therefore minimal public involvement is required and the venture can derive without much risk consideration.Therefore, the design, construction, construction, management, maintenance and operation projects of this design are associated to different organisations. For instance, the integration of the master system regarding the technical aspects of the airport is assigned to DXC technology. This organisation is assigned to convey and design the development structure of the Western Sydney Airport terminal and further correspond to more than 60 structures regarding airships, cargo directors, transporters, government associations and other types of retail tenants. The project is speculated to complete by 2026 and further initiated in the same year. This will further ensure that this project is funded and implemented in a strategic manner. 

Aboriginal communities Are further responsible for the design process of this airport and the same will be reflected in the arrival and departure zone that will have an authentic sense of Dharug nation. This project has further considered the sustainable principles so that the air flows and natural light are not affected by these operations and the carbon emissions are reduced to the minimum, with effective mitigation strategies in the process. 

Issue of the Project

The federal government's response to noise complaints, particularly those between regularly scheduled aircraft departing between 2300 and 0600, was a major regulatory concern for this project.The physical lack of the necessary infrastructure and capacity for the development was another significant project obstacle.Between its major population centres, Australia has a poor transportation system (Zhang et al., 2022). As a result, this posed a significant obstacle to the creation and delivery of development tools.The rapid development of this initiative was further hindered by supply-based constraints and government policy involvement.

Cost Overrun

A key contribution was made by the Australian government through the distribution of around 9 billion Australian dollars for road and rail affiliations and infrastructure improvement. Further, the $11 billion project for the Sydney rail line is also a relevant cost overrun for the Australian government as taxpayers have outweighed its benefit as compared to the cost that is incurred in this process (smh.com.au, 2022). Therefore, it is recommended that the Australian government could privatise this project More efficiently and utilise an agile mechanism for the Construction of the 23 kilometre railway line that is a key aspect for connecting this airport to the small landscapes. The project was started for discussion in 2008 and the land was allocated in 2014. However, the beginning of the planning started only in the year 2015-16. Therefore the construction was hugely delayed. However, the Australian government is taking measures to implement The successful completion of the project by the year 2026.  

Part 3:

Summary of Improvements

As for the feedback received by the lecturer on the two parts of the assessment done before, it can be further gathered that this assessment can be done in a more precise and critical manner. A key aspect that was missing in the assignment was it was not very information rich and the lack of data affected the assignment in a substantial manner. Therefore, the future performance of assignment can be conducted through better data collection and accumulation of resources through a more strategic and organised manner. Further effective time management tools such as Pandora and other tools can be utilised for review of the project in a substantial manner and further proofreading the assessment to make sure that any typos are avoided. I have also gathered that I can utilise better interpersonal skills together, effective communication regarding the project and improve the integration of the subject. Finally, I have learned that this construction plan is an important aspect for the Australian Government and this can further collaborate in connecting the country in a more substantial and effective manner. 

Interpretation of Findings

In order to assure the viability of this project, the NSW Government and the infrastructure rural aspect of the Australian Government have duly given the fundamental targets to show that all the issues are safeguarded with acceptable information has been provided to the necessary authorities (Infrastructuremagazine.com.au, 2022). The aim of this flight path design is to reduce the noise impact on the residential area of the West Sydney region and further reduce the impact on air operation and natural and visually sensitive areas. Further, the project aims to avoid aircraft converging into a single residential point of merger. 

The construction of Western Sydney Airport is important as it will act as facilitating a missing affiliation in the public vehicle network system of Australia and further facilitate the circle vehicle system to integrate in a better and more convenient manner. However, if private companies and economists take responsibility for this construction process, it can further be rapidly completed. This project can further act as a subsidising agent for the road licence of the existing nature and also help the Australian aircraft traffic to better regulation. 

Zaha Hadid Architects and Australian firm Cox Architecture are the key players that designed this evolution of an airport and where the key principles of the final designs are retained a strong national identity has further been integrated into the project (Kass, 2022). Multiplex, A company that was founded in Australian origin has further been granted the contract to take upon the final design of construction of the terminal and further the plan has to be initiated by the end of the year 2022. Therefore, the Western Sydney Airport plan is on its way to launch air cargo flights by the end of 2026. 

The infrastructure setup for the western Sydney airport venture is highly advanced and it gives the NSA government a very low level of risk deliverability. However, a substantial challenge that has been faced by this project is that the conveyance arrangement is an expensive investment for future planning and upgrades.

Conclusion

The most recent Australian government project, the Western Sydney Airport, was unveiled near Badgerys Creek in Western Sydney and has a designated area of 1800 hectares. The opening of this airport to the public is scheduled for 2026. The project is further aimed to integrate an intuitive way of finding the path around the terminal with great customer service and ensuring a hassle-free experience for customers in the airport. 

Recommendation

This project can further aim at fast and seamless flying for in and out passengers of Sydney, Australia and further focuses on reliability and operational efficiency where the environment will not be affected in a negative manner and passengers will further feel relaxed and convenient in travel. The goal of this airport can further accommodate the expanding aviation requirements of Sydney's aviation system as well as to further accommodate the needs of freight, domestic travel, and international travel without regard to time constraints. This project is environmentally responsible as well, ensuring that it disturbs residents as little as possible and operates as efficiently as possible. Additionally, this project aims to support 28,000 direct and indirect businesses and create thousands of job opportunities around the region.
