Task

This case-study based Group Project has two components (10 points each). If possible workshop the process with your team, but as a minimum consults with them, on at least the vulnerability assessment. Both parts could be researched as covered in the lectures. You can find further details from the R2A text1.

1. Vulnerability Assessment

Apply the Vulnerability Assessment technique to a project of interest to you.
Ideally one associated with your work but failing that choose a project with publically available information, for example, those described by the federal government for major infrastructure projects2 or the PTV3.

In doing so:

• clearly document the project’s critical success outcomes and the reason/s why these were   selected
• document the threats and the method of selection of these threats
• determine the critical vulnerabilities

2. Precautionary Analysis

Using the Vulnerability Assessment undertaken in the above stage, develop precautionary recommendations for the identified vulnerabilities. You may use a technique described in the lecture presentation or one sourced from elsewhere. The purpose is to demonstrate that all reasonably practical precautions are in place based on the balance of the significance of the risk vs the effort required to reduce it. 

The final outcome could be a project risk profile, and ranked investment action list.

Project Overview

The metro tunnel project is a 9Km twin tunnel rail project that will connect the western suburbs of Melbourne to the south-eastern suburbs. The project will deliver a new end to end rail line from Sunbury in the west to Pakenham in the south-east, with high-capacity trains and 5 new underground stations. The metro tunnel project was needed as the Melbourne city loop was running at full capacity and was highly congested. Passengers that were using the city loop had to spend a lot of time for travelling from south to west and had to inter-change trains at Richmond or Flinders Street. Hence the metro tunnel project was born which would reduce the travel time of passengers using the city loop and regional lines and would untangle the city loop so that more trains could travel. The new metro tunnel would have the capacity for carrying around 500,000 passengers weekly across Melbourne’s train network during its peak periods and would also create a better access to Melbourne airport. The project scope includes a new high-capacity signalling system to maximise the efficiency of the new high-capacity metro trains and trams Anzac station.

The Tunnel and Stations Public Private Partnership (PPP) is the largest package of works for the Metro Tunnel with five new underground stations (i.e., Arden station, Parkville station, Town hall station, Anzac station and State library station). Rail projects Victoria is responsible for planning and developing the project reference design, site investigations, stakeholder engagement, planning approvals and progressing each project through procurement before handing over to the rail operator. Transport for Victoria is Rail project Victoria’s primary client, other key stakeholders are Public Transport Victoria, Metro Trains Melbourne, V/Line, Lendlease Engineering and Capella capital.

CPB Contractors are the main principal contractors and John Holland is the managing contractor of the project. The Metro Tunnel project is estimated to cost around $ 7 billion and is expected to complete by 2025.

Solution

Melbourne metro project has to face the threat of data analytics and wrong forecast of passenger data. The application of the data analytics has resulted in identifying the critical data as the expected footfalls and traffic in metro (Xia et al., 2018). It can help in developing strategies for management of the traffic and imply critical application of management of transportation services. The imperative analysis of the metro rail project is facing problems, during the service delivery of the operations. The critical integration and development has resulted in keeping the prominent role for setting and evaluating the competent management of the facilities. The role in setting and developing prominent alignment of the agitation and opposition from the local community. 

Construction projects are likable to face the possible accidents and injury among the workers during the Melbourne Metro Project. The specific construction projects are marked with the imperative actions enabling the possible issues of injury (Guerrieri et al., 2020). During the construction, there are possibility of occurrence of accidents that can be fatal. The construction project works are also marked with the possibility of machine and equipment failure, which can also result in the threat for the project. The management of the imperative construction projects are evaluated with the consideration of issues of fatal errors during the construction of metro. 

The construction project of Melbourne Metro is under the threat of delays in approvals for the operations and works. The project has been facing several scrutiny and analysis before the project can get a go-ahead (Eliasson, Forsman & Nyman, 2022). The progress of the project is also marked with the confined management of the work. The delays in approval can be marked due to the consideration and evaluation of the key work development. The imperative management and support has helped in keeping the respective execution of the program of work. The delays can be due to some internal issues like quality, information, and progress monitor requirements, and also external issues such as human mistake, and wrong or absence of documentation. 

The environment consideration is a crucial factor that can impact the critical application and development of the options enabling the consent for developing and aligning options. It is important for ensuring minimum waste generation for the Melbourne Metro Project. The consideration of the work is limited for creating the aspect of managed projection (Eliasson, Forsman & Nyman, 2022). The environmental consideration has listed with the prominent evaluation and development of key facilities. The prominent estimation of the environment pollution is managed for keeping the operations and developed continued progress.

Precautionary Analysis

The construction project of Melbourne Metro has to face several issues and threats like Changes in passenger forecast, Changes to legislation, Community opposition, Construction fatality or injury, Delays in approvals, Issues with being on budget, and Pollution during construction. These threats can result in harming the flow of the project works and limit the construction works (Guerrieri et al., 2020). The application of the precautionary principles for threat mitigation can help the project for overcoming the impact of the threats (Gharehbaghi et al., 2019). The principles of precautionary analysis for the project of Melbourne Metro includes presumption of prevention needs, identification of the preventive measure, application of the preventive needs, analysis of the impact, and corrective measures. These have been explained below for the project of Melbourne Metro, 

a) Presumption of prevention needs can result in the identification of the needs for implementing the precautionary analysis for the project. It can evaluate past reports and the needs of the project, so that the team can identify whether precautionary analysis should be applied or not. 

b) Identification of the preventive measure for the project is the next step for the precautionary analysis of Melbourne Metro project. This step identifies the strategies that should be followed for the implication of the precautionary analysis.

c) Application of the preventive needs is the main process, where the identified strategies are implied for the development of the precautionary analysis. The metro project can get the support of implementing and aligning the creative measures supporting the activities in the project.

d) Analysis of the impact helps in the analysis of the precautionary analysis on threats during the execution of the metro project works. Whether the precautionary analysis strategies are successful or not is evaluated in this stage.

e) Corrective measures are set for marking and managing the competent control of the facilities as a major role in setting competent control development.
